problem with multiple data sets

problem with multiple data sets
We are running version 8.1.560 (the update check from within the application reports this as the newest)
We have two databases, identical names of DBF files, some structural changes internally between sets, one is for an old application, and the other is for the replacement to that application.
These sets of dbf files are in seperate physical locations. Due to wanting to make it easy on our report users, all fields that can be identical between sets are named the same... same table names, same aliases, same field names, etc.
When they switch databases via Tools menu|Choose Report set. it seems that it is not really correctly switching databases. For example, we have an orders database in both, with similar fields, and if I load up database 2, then load up database 1, it seems that when I pull a report from (for example) our orders dbf file, it pulls data from the orders dbf file from database 2. This became evident because there is a field whose data was changed in the new application and doesnt hold the same value as it does in the old application, so it was glaring that the data was wrong.

Is the Report Set option turned on to Don't CLose User DBFs before Executing Requests turned on ? (this is found in the Report Set Editor / Misc section)?
This would affect how Foxfire! would deal with previously open tables.
